Called to Order at 7:00 p.m.

Commissioners Present:  Burton, Cragin, Dugan, Goosman, Jossick and McCulloch

Absent:  Wlasuk

Marshal’s Present:  Frampton, Halstead and Ober

Cragin recognized in the audience Bob Merola of the Legislative Council.

MOTION:  Goosman moved that the minutes of the Special Monthly Meeting of August 4, 2010, be accepted as presented.

Women’s Club funds have been dispersed to the departments.

Public Participation - None

Fire Marshals Report:

  • For the month of July there were 121 calls, 370 incidents and 415 hours worked.   
  • Damage for the month $30,000 – police car on Main Street.
  • Site Review for Advanced Fusion.
  • Worked on Eagle Scout project.  Hydrants painted throughout the town.
  • Fire Extinguisher training at Ashlar.
  • Fire Drill at Children’s Adventure Center.
  • FM Halstead in contact with Fred Hurley replacing hydrants on Fairfield Hills.  Already met with Water Co. and had this cleared.
  • PD is now on their digital frequency.  FD cannot hear them.  If you need to talk to a police officer, call dispatch who can switch them over to the correct frequency (fire).
  • Halstead stated there should always be a channel dedicated to analog.
  • Tower is going up on Dinglebrook.  The BOFC should consider putting the antennae on the tower due to NH&L having issues by the town park.  Halstead will look into the cost.  
Standing Committees:

Budget:    Burton reported that the CIP was turned in to Bob Tait.  Will wait for a meeting to be called.  September 1st would like to see budgets in from the chiefs.

Trucks:   #221 should be in service soon. It is up to Mark White and Steve to have it put back in service.  Repairs to #331 were never completed by Glen Road.  Yankee Ingenuity will contact Rob to let him know when the truck can be repaired.  #442 back in service.  Will report by October as to where the companies stand with driver re-training.  This training should be done yearly.

Regarding our pump testing, Burton stated that Gowans and Knight have always provided this service.  Tait does not feel it should go out to bid.

Burton stated that he would like to see a clean driving report for the month of September.

Radio:  no report

Hydrant:   outstanding hydrants will be fixed – Georges Hill and New Lynx.

Policies and Procedures:   TB testing – Dugan stated that he only received one response from Sandy Hook on how many members would like to take the TB test.  

Purchasing Agent – Burton discussed the following items:
  • Training funds paid to Botsford Fire and Rescue.
  • Summary of payouts of the last twelve months for the Response Improvement Plan.    July 09- June 10.
Old Business:   
  • Driver License Policy
  • Would like to get this policy approved tonight.

  • Testing on Fire Truck
  • Passes DOT
  • Insured and Registered
  • All drivers must be age 18 years or over, valid driver’s license, current physical or DOT on file with town or respective company.
  • Adoption of CT Motor Vehicle Law
  • Add to policy:  license checks should be verified annually with the Town’s HR Director.
  • Rob McCulloch will get this policy, with changes, to the BOFC, and will be voted and acted upon at the September Regular Monthly Meeting.
New Business:

  • Training Funds:  Issue - funds are being paid to FF1 and FF2 Instructor/Trainers who postpone classes and do not reschedule appropriately.  Burton would like to pay instructors/trainers once all signed up students have been trained.  Burton would like feedback from the BOFC.
MOTION:  McCulloch makes a motion to accept NH&L’s training request in the amount of $104.31 for refueling expenses for NH&L’s Command car for travel to the Firehouse Expo in Baltimore, MD.
